The association Leader Tornedalen 2020 has implemented locally led development 2016–2022 and projects are still ongoing.

A collaboration between the municipalities of Haparanda, Pajala, Kiruna, and Övertorneå to lay the foundation for an organization that will work long-term with development, maintenance, and financing of a cohesive guiding system.
